We all know Paris Hilton is one to start trouble, but her most recent controversy is kinda weird: the Los Angeles Department of Animal Services is investigating whether Paris owns too many dogs. Huh?!

An animal rescue group complained after Paris appeared on The Ellen Degeneres Show on Monday and talked about having 17 dogs, TMZ reports. So what's the problem? In the city of Los Angeles, anyone who isn't an animal breeder can own more than three dogs per address. Sources tell TMZ though that all of Paris' pets are living with animal handlers and that her house is currently under construction.
