Worst: Hayden Panettiere

We'll go easy on Hayden since she's just coming out of a break-up (she and former Laguna Beach-er Stephen Colletti called it quits last week). So maybe that explains the fluke. From empire waist up, the dress wasn't so horrible. But, from the waist down, the billowing yards and yards of fabric was just way too much material for one gown! To top things off, Hayden later changed into an equally heinous dress for the after party. Think mermaid meets bubbles.
